10. Noro

Noro is a prominent member of the Aogiri Tree, directly under the One-Eyed King’s leadership in the terrorist organization. In the past, he acted as the guardian and mentor of the one-eyed ghoul, Eto. Before the events of “Tokyo Ghoul,” Noro was just a regular ghoul, but a mysterious incident transformed him into the silently terrifying creature that viewers see in the series. Although the details of this transformation are never fully explained, it’s evident that Noro is now a feared opponent.

The CCG has classified Noro as an SS ghoul, on par with Tatara and Seidou Takizawa. He possesses the ability to instantly regenerate any damage inflicted upon him and appears to be impervious to pain, making him a formidable adversary who will stop at nothing to achieve his goals. His kagune takes the form of a giant worm with sharp teeth that he uses to attack his enemies. In addition, his unique kakuja generates a colossal kagune covered in terrifying mouths, providing no armor but increasing his already fearsome powers.

9. Juuzou Suzuya

Juuzou Suzuya, a Dragon General at the Tokyo Security Committee, is tasked with ensuring the safety and peace of Tokyo. Despite being a mere 19 years old at the outset of “Tokyo Ghoul,” his swift rise to power and influence within the world is impressive. Formerly known as Rei Suzuya, he currently leads the CCG’s S3 Squad and has successfully hunted down numerous ghouls throughout his career.

Despite being human, Suzuya has demonstrated his ability to take on and overpower ghouls, displaying exceptional strength and speed that even some ghouls struggle to match. He moves so quickly that it can be difficult for others to keep up with him. Additionally, he is a skilled swordsman, wielding a variety of quinque with deadly precision.

However, perhaps his most noteworthy trait is his remarkable pain tolerance. As a child, he was abducted and subjected to daily torture by the ghoul Big Madam. This harrowing experience taught him to endure extreme levels of pain, allowing him to continue fighting even when suffering from serious injuries, an impressive feat given that he possesses no regeneration abilities.

8. Roma Hoito

Roma Hoito is a minor antagonist in “Tokyo Ghoul,” posing as a seemingly harmless waitress at the Anteiku cafe. However, she’s the founder of the Clowns, a group of ghouls who manipulate events for their own gain. Despite her childish demeanor, Roma is deceptively strong and known for facing off against Tsuneyoshi Washuu in her youth. Dubbed Gypsy by the CCG, Roma is an SSS-class ghoul with impressive regenerative abilities and an ability to tolerate an immense amount of pain. Despite her advanced age, she maintains a youthful appearance due to her large number of Rc cells. Her kagune allows her to produce up to eight tentacles that can attack enemies from all directions, whether flying through the air or tunneling underground. Roma’s kakuja allows her to mutate into a massive form with a large mouth, a result of consuming a significant amount of ghoul flesh during her childhood.

7. Matasaka Kamishiro

Matasaka Kamishiro, an SS-class ghoul, was a leader of the ghouls in the 6th ward and later rose to prominence in Aogiri Tree after being released from prison. He’s known for protecting Rize Kamishiro from the relentless V organization. Despite his nickname Orca, Matasaka doesn’t kill unnecessarily and maintains a calm demeanor.

What makes Matasaka stand out is his proficiency in hand-to-hand combat, in addition to his ghoul abilities. He’s an expert martial artist and can use his enhanced strength and speed to overpower his opponents, even defeating Ken Kaneki twice. His kagune takes the form of a massive orca tail, which is much larger and more powerful than a typical bikaku kagune.

All of these attributes make Matasaka a formidable opponent, and only the most skilled fighters have been able to challenge him.

6. Seidou Takizawa

Seidou Takizawa was once a highly-ranked CCG ghoul investigator, achieving Rank 2 before his mental state began to deteriorate. Presumed dead after battling Tatara, Takizawa was actually taken and experimented on by Dr. Kanou, transforming into a one-eyed ghoul known as Owl and joining Aogiri Tree as one of its most prominent members. However, after killing Tatara, he was forced to leave the organization and later joined Goat in an attempt to bring peace between ghouls and humans.

Although he possesses Yoshimura’s kakuhou, Takizawa doesn’t have full control over it. Nonetheless, he’s still a formidable opponent with his ukaku kagune, which can shoot out spikes from his shoulders and fire bullet-like crystals over long distances. His ukaku kakuja provides a protective mask and giant blades to slice at his opponents, but it also causes his mental stability to degrade even further. Takizawa has shown the ability to easily take out entire CCG squads on multiple occasions.

5. Nimura Furuta

Kichimura Washuu, also known as Nimura Furuta, is the primary antagonist and main adversary of Ken Kaneki in the “Tokyo Ghoul” series. He is a pivotal character, directly influencing many significant events throughout the story. Kichimura is a master manipulator, infiltrating nearly every organization in the series to achieve his goals, ultimately becoming the leader of CCG by overthrowing its former chief and declaring himself the Washuu King during the Third Cochlea Raid. Despite being a defective half-ghoul with a shortened lifespan, he possesses enhanced physical powers.

Kichimura’s physical abilities include superhuman strength, speed, and regeneration, as well as an extremely potent rinkaku kagune that can manifest as numerous tentacles or a massive mass. Additionally, his kakuja provides him with armor and spiky tentacles protruding from his sides.

A cunning and brilliant genius, Kichimura is capable of orchestrating multiple schemes simultaneously, staying several steps ahead of his opponents. He has a complete lack of empathy and regard for others and is willing to eliminate anyone who obstructs his objectives. These traits make him an incredibly frightening opponent, surpassing even his physical abilities.

4. Yoshimura

Yoshimura, the proprietor of Anteiku café, may appear gentle and kind, but he is actually one of the most formidable ghouls in “Tokyo Ghoul.” Known as the Non-Killing Owl to the CCG due to his avoidance of human casualties, Yoshimura is vastly experienced, surpassing anyone else in the series. He takes in Ken Kaneki and mentors him on how to survive as a ghoul in the city while striving for coexistence between humans and ghouls.

Despite his gentle nature, Yoshimura should not be underestimated. With his ukaku kagune, he can launch lightning-fast projectiles at his opponents, and his kakuja provides protection and forms two sharp blades on his shoulders. As an SSS-class ghoul, he has immense power and once fought off Koori Ui, Shinohara, Koroiwa, Kousuke Houji, and Suzuya all at once, defeating the same group that had previously defeated Ken Kaneki.

3. Eto Yoshimura

Eto Yoshimura, the daughter of the formidable Yoshimura, is a ghoul of immense power in “Tokyo Ghoul.” She not only established the Aogiri Tree but is also a bestselling author under her human guise of Takatsuki Sen. Despite being defeated and used to create the Taxidermied Owl, Eto managed to return to life. Her psychotic and cruel personality makes her a danger to both humans and ghouls alike, as she revels in causing destruction and agony.

Eto has battled against formidable opponents like Kishou Arima and Ken Kaneki, showcasing her incredible strength and regeneration, along with a variety of other abilities. Her ukaku kagune is capable of taking on various forms, including limbs and organs that can extend from her back, giving her excellent control and the ability to attack multiple enemies simultaneously. Kishou Arima, known as the White Reaper, is a highly skilled human-ghoul hybrid who serves as a Special Class Ghoul Investigator for the CCG. With exceptional talent, Arima earned rapid promotions within the organization after single-handedly taking down 30 ghouls at a young age. As the leader of the S3 Squad, he was widely considered as one of the most formidable members of the CCG. Arima was also secretly the One-Eyed King and acted as a mentor to Ken Kaneki while he was living as Haise Sasaki.

Due to his hybrid status, Arima possesses a range of enhanced physical abilities, including superhuman strength, endurance, and agility.
